Kosovo uses Central European Time CET and Central European Sumer Time CEST. CET is UTC +0100 and CEST is UTC +0200. Kosovo’s political status is complicated but its coordinates are not. Kosovo’s latitude and longitude is 42°40'N and 21°10' E. Therefore an one hours offset between CET and UTC is very suitable for Kosovo and the fact that Kosovo has a use for daylight savings time is not surprising.
